Training Overview

The purpose of this document will be to explain and instruct candidates on proper use of the device within the accepted guidelines, and provide Trainers a clear guide on how to perform training for the devices as well.

Training Procedure

** The trainer reserves the right to remove any member from training whatsoever. The removed member will needs to wait at least 24 hours to reattempt the training. **

Device/Tool Instruction & Training

Electronic Control Weapon (ECW) Certification

This is the official State of San Andreas training certification for officers to have access and permitted use to the ECW. The purpose of this document will be to explain and instruct you on proper use of the device within the accepted guidelines. Officers will need to be certified with a ECW by a certified ECW instructor. The purpose of this training is to limit injury in the field and increase officer safety while not forcing them to use lethal force.

The two main reasons for ECWs are:

  • Safety

  • Accountability

The training shall be conducted in an open area void of any obstacles or distractions. Sandy Shores Airfield is a recommended area.

Trainers shall instruct:

  1. Explain the purpose and use of the ECW

  2. Perform a physical application of the ECW to the candidate(s).

  3. Simulate a foot pursuit on flat ground only at the Trainer's discretion, and the Trainer will demonstrate the proper way to stop a fleeing suspect on flat ground.

  4. The Trainer now needs to inform candidate(s) of improper use of an ECW. Any situation that the deploy of a ECW creates a greater risk to the suspect's life then the apprehension of the individual is unacceptable. Officer's discretion of proper timing and use are vital. Some examples are:

    1. Suspect running down hill

    2. Suspect running across rooftops or raised platforms

    3. Suspect running in an uncontrolled roadway

  5. The Trainer will explain the policies and procedures after an ECW deployment.

    1. Contact dispatch and advise them of a ECW deployment

    2. Advise dispatch that you need EMS and a supervisor (if available).

    3. Give proper debrief to supervisor on the reason of the deployment and why you felt the ECW was needed.

  6. The Trainer will explain that improper use of the ECW may subject the member to the FiveM discipline policy.

  7. Upon completion of the above:

    1. The Trainer will determine if the candidate(s) have passed on an individual basis.

Spike Strip Certification

This training is meant to provide proper training and procedures for the deployment of spike strips in high priority pursuit situations by officers on duty.

Remember: safety is our number one concern. We do not want to endanger the public more than a criminal already has.

In order to utilize spike strip operations the following criteria must be met:

  • Spike operation must be requested by the primary officer in pursuit.

  • The deploying officer must be previously certified in spike training and perform actions per this SOP.

Please remember that safety is our number one concern. Not only for civilians on the road but even for the criminal that is being pursued. With that in mind, you must always follow these safety procedures when spikes are deployed:

Trainers shall instruct:

  1. Explain the purpose and use of the Spike strip.

  2. Ensure that candidate(s) do not deploy the spikes in such a way that they will hit an innocent civilian vehicle or law enforcement vehicle.

  3. Ensure that candidate(s) are deploying spikes in a safe location, as once the tires are popped, the target vehicle will lose control temporarily.

  4. Ensure candidate(s) immediately notify Dispatch and have Fire/EMS deployed to the location in the event of a vehicular crash.

  5. Ensure placement of candidate(s) vehicle whom is deploying spikes is positioned in such a way to protect the deploying officer while not obstructing traffic.

  6. Perform a field exercise demonstrating the spikes:

    1. /setspike 1-4 | This command sets down a spike strip between 1 and 4 lanes; user defined.

    2. /delspike | Sometimes spikes will get stuck on the ground and not disappear after impact. If this occurs, stand on top of the spike and type this command to clean it up.

    3. E | While in the deployment position, using E will retract the spikes. This is useful if the criminal avoids the spikes and you need to retract them to avoid an officer hitting them.

  7. Upon completion of the above:

    1. The Trainer will determine if the candidate(s) have passed on an individual basis.

Carbine Rifle Certification

The purpose of is training is to give a general outline and guidance to the training of the carbine rifle.

Trainers shall instruct:

  1. (SETUP): Spawn 4 vehicles of choice for your target and have a candidate equip a carbine rifle that is in compliance with their department policy.

  2. (SETUP): Set a patrol vehicle approximately fifteen car lengths from the spawn vehicles and both vehicle groups should be parallel with each other.

    1. The patrol car should have emergency lights and siren going.

  3. Explain to the candidate(s) the process of how the training is going to take place.

  4. Have the first candidate(s) stand behind the engine block of the patrol vehicle.

    1. Explain to the candidate(s) you are expecting them to exercise proper trigger control (one or two round bursts maximum).

    2. Then indicate the target tire you would like them to shoot(Example:Vehicle 1 rear tire).

  5. After the candidate(s) have successfully fired on both targets the instructor will move up with the candidate and assess the shot placement.

    1. This is a pass/fail course that will be given a maximum of 2 chances.

    2. After the practical portion of the testing the candidates will be made aware of things that they need to pay attention to when using a firearm.

    3. These examples must explain all the consequences of not identifying proper target and background, round over-penetration and collateral damage.

  6. Explain that all officers must RP equipping the long guns from their vehicle.

  7. Explain that you can not just pull it out of your pocket and this will be considered Fail RP, and is against the FiveM Discipline Procedure.

  8. Explain:

    1. This weapon is not intended as a use all end all weapon.

    2. This weapon is intended to end high-risk, high-threat situations that have a heavy risk to public,property,and responding officers.

    3. This weapon is to only be used in situations where the threat level exceeds the deployment of standard weapons that can be utilized on your duty belt and are required in order for you to stop the threat that is presented to you.

    4. These situations may include examples like:

      1. Active shooters

      2. Barricaded suspects

      3. Hostage situations.

    5. These weapons are intended as a step above deadly force weapon to give law enforcement the edge against the criminal element.
