FOUNDATION

Our Mission

The San Andreas Fire Rescue Tactical EMS Squad are designed to protect, serve, and render aid to injured persons caught in the crossfire while the threat is ongoing. Our goal is to stabilize and treat injured persons that are downed in a hostile zone. TEMS Medics are tasked with breaching with regular patrol units in active-shooter situations and, when a situation is contained and When S.W.A.T. is activated, shift to patient extrication and triage in the hot and warm zones.

TEMS Role

The role of Tactical EMS is to respond to dangerous situations to render aid to injured individuals. A TEMS Medic will have to be able to work under pressure while; being shot at, confined in tight spaces, and having limited medical equipment. The primary role of TEMS is dependent on their current tasking.

A TEMS Medic should never be run primarily; they should always be on standby. With this in mind, a TEMS Medic can be running Fire/EMS and, if needed, is allowed to change to a Quebec Unit.

Coordinator

The Coordinator of the SAFR TEMS is the director of the subdivision. Their role is to lead, teach, and supervise the scenarios in which the unit is called to. They handle teaching, ranking, disciplinary actions, and supervisory roles when needed. All issues regarding TEMS go straight through to the Coordinator when needed.

Tactical Medic

Tactical Medics are fully-qualified paramedics that have been trained to: breach with Law Enforcement patrol units, extricate patients from hot and warm zones, and treat patients with limited resources.

Trainees

Trainees are the first stage in becoming TEMS. All Trainees must have their ALS certification. Trainees are tested by going through Live-Fire Exercises. After passing the Live-Fire Exercises and proving that they can keep calm and render aid while being shot at; they will earn the title of Tactical Medic. In order to apply to TEMS you must be ALS qualified for a minimum of 30 days

Terms Of Deployment

Terms of deployment are to be used on a case by case base, For you to utilize TEMS appropriately, you can do the following, such as having your gear on the ambulance or engine, you don’t need to bring the Fly Car to every scene, If needed you can put your gear inside the ambulance or engine and respond from there.

On-Scene

While on-scene, even though permitted to drive through the area that gun fire was just coming from and even though you are trained to do so, keep in mind that you are in a big moving target and your main goal is to save those that have been injured and not become another casualty. If possible, keep your head down and stay out of the line of fire. While on Scene TEMS operators are to support LEO from the rear. TEMS is never to take lead, interact with active shooters, or be in command of the LEO on scene. TEMS's role is to follow LEO, treat LEO from behind cover, and act as supporting elements to the LEO on scene.

Taskings

Patrol Units Breach: During an active-shooter situation, officers should be making entry to neutralize the shooter as quickly as possible. With this response, TEMS Medics should integrate with the entry team and stay towards the back of the group (preferably having one officer watching the rear behind you). Your task is to treat any officers that get injured with your team. Any patients you come across should be left until the threat is neutralized or contained. Stay with your team and do not break off from them. The faster the threat is neutralized or contained, the faster the injured gets treatment.

Hot/Warm Zone Extrication: During a police stand-off, S.W.A.T. will be called in for tactical options. With S.W.A.T. having their own team medic, the TEMS Medic's task shifts to patient extrication. TEMS Medics should work with LE personnel to start triaging and extricating patients, working from the warm zone to the hot zone. Keep in mind to only apply point-of-wounding care to stabilize and transport to the Casualty Collection Point ASAP.

All TEMS Medics carry Triage Cards with them.

*** As an EMS Professional, we are not to specify care by officer, civilian, or suspect. A patient is a patient and, after initial triage, the most critical patient with the likelihood of survival after providing care should be your priority.

Vehicles

The Vehicle that TEMS are to be driving is the Fly Car. This vehicle may be taken off of pavement but only on marked dirt roads. This vehicle is authorized to be used to transport patients if in critical condition. ***ANY RECKLESS DRIVING OR CARELESS OPERATIONS WILL RESULT YOUR TAG BEING REMOVED***
