Training Overview

Congratulations! You are now a Tier 3 civilian in the world of San Andreas and congratulate them for passing their quiz as well! This comes with quite a few additional perks.This training will cover your new abilities as a Tier 3 civilian, and teach you how to properly utilize these abilities. This advancement allows you to also broaden your role-play horizons, however, it comes with a far greater ability to make mistakes too. This training will help you understand what you can and cannot do, how to recognize this, and how to make your role-play more fun!

Training Procedure

** The trainer reserves the right to remove any member from training whatsoever. **

** The removed member will need to wait until the next calendar day to retry training. **

Setup

  • Welcome the members to their Tier 3 training for the world of San Andreas and . Topics covered will include important tools and abilities in the community, how to check for information relevant to your time in server, and understanding in-game limitations on characters, progress, and facets of role-play.

  • During the following procedures, ensure the members are paying attention. . Trainee’s failing to pay attention will result in an automatic failure for Tier 3 training and will have to wait 30 days to retrain.

  • Gather 2-3 other members of a CoC who are LEO qualified and can help participate/assist with the beginning portion of the training (Inform them prior to the trainee coming in, they may leave after the pursuit portion of the training has completed).

Out of Game / Pre Training

  • Direct the civilian towards the Civilian Standard Operating Procedure (SOP) document.

  • The following information needs to be covered before logging into the server. - Cover the Tier 3 section of the Civilian SOP - Inform them of the Vehicle Structure and Weapon Structure that all of the rules and policies apply to them while in-game, the excuse of “I didn’t know” will result in disciplinary action and possible removal of their status of Tier 3. - Review the Tier 3 escape from detainment section.

  • Once all this information is covered, have the trainee’s log into the training server and move onto the next section.

In Game Guided Practice (Intro)

  1. Have trainees select their character and teleport to the Sandy Airfield. Once they have arrived at Sandy Airfield, have them spawn in a vehicle within tier. Do inform them that if they use the excuse of “I did not know..” for any kind of vehicle out of tier or not requiring special permissions, it will result in disciplinary action and also put their status of being Tier 3, at jeopardy.

  2. Go over priority procedure in detail making sure to cover the following information:

  • Tier 3’s MUST be considerate and ask RTO (All CIV channels) if they are fine with a priority being conducted. Failure to do so will result in disciplinary action.

  • Priorities should not be conducted while other CIVs are doing larger scenes. Remember, priorities will pull LEO away from other people’s scenes and you must be considerate of that and plan accordingly.

  • Priorities require 5 LEO minimum (All Subdivisions excluding K9 dogs, Fire/EMS and Dispatch. Fire priorities no longer need 5 LEO active to have a priority, however should not be done with little or no active fire on and must be approved by Civ CoC prior to the start of the scene.)

  • CIVs should not do scenes where they kill or down the majority of the LEO. If only 5 LEO are on consideration must be given and CIVs should not do scenes that cause injury to officers.

Roadblock Training

  1. The Instructor will show trainees areas around Lower Blaine County such as road shoulders, corners or medians that are acceptable to drive on during a pursuit. They will also demonstrate “Off road driving” and explain that CIVs may not drive off road during a pursuit for any reason other than to crash and end the scene. * Please follow the route and quick tips in the video: https://youtu.be/XUlLVZTH_t8 *

  2. Once the vehicles stop on the dirt road as shown in the video, you will then set up 2 valid roadblocks to show them exactly what it is like on a dirt road. You will then teleport onto a paved roadway (Cat Claw Ave right by the parking lot) and visually show them what they can and cannot do in order to pass a roadblock. *Please Reference the video linked here: https://youtu.be/IGDralfdtlM *Volume Warning**

  3. Once you have done the roadblocks, teleport back to the dirt road roadblock and have the trainee get back into the car and sit there before moving onto the next section.

Value of Life

  1. While the trainee is in the car, you will then read over the value of life policy and inform the trainees of how the policy affects certain situations such as: -Pulling a gun on Officers when they are surrounded. -Charging officers with a weapon. -The “try-hard” method of getting away at any cost. -Disregarding any circumstance that can potentially kill you.

  2. You will then inform the trainees that at this point, they will need to try and escape the barricade while considering Value of Life. This being said a couple of examples to provide them with would be: - Running away with a gun in hand/concealed then when safe to do so, pull the firearm out and engage with a shoot out. -Running away with no gun. -Negotiation(s) -Surrendering peacefully -Ramming the barricade (Do Inform them that in the position they are currently it, it would breach this policy, but please take it into note)

  3. Inform the trainee to pick a suggestion then when ready, to execute the scene. Do not have them share what they picked with you or the other trainers in the training. Then proceed with the scene as you would in a serious patrol channel and evaluate.

  4. After this portion has been completed, have them return to the vehicles and continue down the dirt road until it is paved and set up as if on a traffic stop.

Pursuit Training

  1. Once set up in a traffic stop, you will have your assistants then begin patrolling around the sandy shore, harmony area as a normal patrol setting.

  2. Now while on the traffic stop, you will explain the the trainee that before any type of priority is conducted, the following steps must be completed prior to the start: - You must ask all channels to begin a priority and explain how many assets will be utilized in this situation. - Input the priority command before starting any type of escalation by typing /inprogress and waiting for the text to show up when a priority has started.

  3. Explain consideration while conducting a pursuit. Such as if you are wanting to shoot a cop but also have a pursuit. Follow both the LEO SOP and Civ SOP to make good judgement calls and then provide them with the following example: 8 cops are on duty and one has pulled you over. Start off the pursuit and as LEO policy states, a maximum of 3 vehicles are allowed for a pursuit. Once you have all 3, you may shoot one and if you do hit the primary officer chasing you, per LEO policy, one unit stops and the other proceeds. At this moment on the Civ side and LEO side, you have started an all call, so 6 units are en-route. Then say Air 1 goes up while the primary unit is still on you and you asked prior to the start of the scene that you are going to shoot at Air 1. If you then take out Air 1, you then need to start toning things back, meaning not shooting to kill, end the pursuit soon and wrap up the scene.

  4. After explaining this, ask the trainee if they have any questions before starting the pursuit. If no questions are ask, start the “scene” of the traffic stop and proceed until they input the /inprogress command and start the priority.

  5. Once the pursuit has concluded, proceed to explain to the trainee that in order to end the priority, you must input /priority. Explain to them also, if by any chance you put in the command prematurely, the scene must come to an end and you cannot perform any tier 3 actions that require the priority timer.

  6. In addition to this, you must also keep in mind, if you have successfully evaded law enforcement, you must remain in that character for 10 minutes after /priority has ended and continue to answer all information until the scene has concluded.

  7. At this time, wherever the pursuit has ended, have the trainee delete their vehicle and move everyone off the main roadway and into a space where you temporarily shoot a couple shots.

Firearms Training

  1. Before the trainer moves on to the next section, you will take trainees then equip a pistol, submachine gun, assault rifle and an MG and explain the legalities of each category of weapons. Example being the submachine gun is considered an illegal firearm and is the only gun category that can be fired on full auto.

  2. Explain realistic carrying of ammunition and large weapons. Example: “Do not pull a sniper rifle and 6000 rounds out of your bikini on the beach”

  3. Explain to trainees that they should consider their character’s experience when using firearms and that not all of their characters need to be highly skilled. “Remember this is not an FPS and you do not need to headshot everyone all the time”

  4. Refer them to the weapon structure and remind them that the excuse of "I did not know.." will not be accepted and could put their Tier 3 status in jeopardy.

  5. Remind trainees that just because they are tier 3 does not mean they should always only do priorities or shootouts on cooldown.

Fire Script/Fire Priority Training

  1. Take the trainee to the “Liquor Ace” in Sandy Shores and have them enable god mode. (Inform the trainees this is the only time God-Mode is to be enabled in server, there is no exception to this rule.) Explain the fire script using the in game command list and demonstrate its usage in the building. As you enter the building, ask your trainees “Where is the best place in this building to start a fire?” Explain that the script should be used in the center of the property for maximum effect.

  2. Have the trainees input the fire script command /starfire followed by the numbers 15 15. Inform them they are not allowed to mess with the explosion setting as it is banned. Let them observe the fire and inform them that in order to make a scene not look goofy, to input a reasonable size to the fire. The max currently allowed is 50 50 (you may spawn one in, to show the severity of script). Finally explain using the /stopallfires command after the fire and when it is appropriate to use that.

  3. Field questions and clarify the definition of a fire priority and limitations of our in game fire department and the fire / smoke scripts. Be sure the trainee understands to be considerate and not start a large fire with little or no fire assets available.

Check for Understanding

  • Take questions from the member and cover any topics that have arisen from going over the SOP or other in-game training so far.

  • Ensure the trainee understands what documents are required in game for firearms ownership (legal) and their limitations by the law of the use of that weapon legally.

  • Cover how to role-play a firefight responsibility, limiting death of officers and destruction of vehicles to a reasonable level rather than total destruction (This is not GTA: Online)

  • Remember to ask yourself “Would this happen in real life”.

  • Consideration is the biggest aspect of this tier, you could be the reason that kills an entire patrol or makes it one of the most memorable patrols ever.

Closing

  • This training will have given you the necessary tools to role-play as Tier 3 citizens of San Andreas and interact with its varied people and places.

  • Remember, if you have issues, you can come to the Civilian Chain of Command members or the Civilian Mentors for advice and help at any time, however please refer to the Standard Operating Procedures first to check for an answer.

Materials & Resources

Role-Play Terms:

  1. Permission Only - Means this item, Vehicle or weapon can only be used if you have received permission from a member of Civ CoC who is not involved in the scenario. Some items also will need a member of the CoC to watch over the scene. (All CoC approvals must be logged in Discord's Civ-Approvals channel before the scenario.)

  2. RP Only - Means this item, Vehicle or weapon can only be used in a non-criminal way (other than traffic infractions) unless you have received permission from a member of Civ CoC who are not involved in your scene. Some items also will need a member of CoC to watch over the scene. (All CoC approvals must be logged in Discord's Civ-Approvals channel before the scenario.)

  3. Off-Road Driving - Means driving a vehicle OFF the given path i.e. driving up the side or on a mountain, hill, desert or open field that is not a designated vehicle path. Concrete and asphalt are drivable surfaces.

  4. Vehicle Pursuit - Escape from LEO involving ANY mode of transportation other than on foot. (Car, Boat, Plane, Helicopter, Bike, Parachute)

  5. Priority - A term used by Law Enforcement to denote a situation involving one or more Officers, Fire, or EMS personnel with a sense of immediate urgency and risk of grievous bodily harm. For civilian purposes, we operate under the civilian defined Priority. In civilian terms, a Priority is defined under the actions of a civilian that necessitates mass Police, Fire, or EMS mobilization to control the scene. Note there are some scenes listed below that should always be considered priorities due to the chaos they can cause and the amount of resources required to contain them: - Aircraft crash or emergency landings in busy areas that would realistically be occupied by workers or residents, including neighborhoods, towns, and cities, - Gas station fires and explosions (Desync and accidents do not count), -Major accidents such as multi-vehicle accidents, train derailments, or other “accident” scenes that may cause a large response from Emergency Services or can cause a huge disruption in the “way of life”. - Large scale HAZMAT scenes, - Any active, high profile armed bank robberies, business robberies, or bank truck robberies of any sort. - Hostage situations or high profile kidnappings involving emergency services personnel in any capacity (CIV on CIV scenes without any involvement from LEO can be done by Tier 3 without needing a priority) - Barricaded subject scenes. -Prison Breaks or Interference with a prison transport (This point covers both standard LEO transport and DOC transportation.) -Any scenario with possible explosives (intentional or accidental) -Mass Casualty scenes

  6. Priority Timer - A script used to prevent multiple priorities beginning at the same time, and prevent spamming priorities. Priorities are activated when the command /inprogress is entered, and when the priority is concluded the command /priority is entered to start the cooldown timer. During this cooldown period, priority situations cannot be conducted by civilians.

  7. Area of Patrol (AOP): We use areas of patrol to define the active play area for the game on a given day. You can determine the day’s current AOP by checking the TeamSpeak channel labelled as “AOP-See Channel Description”. AOP is subject to change, so pay attention to announcements in the community.

  8. Roleplay: In simple terms, it is to play a fictional character within a fictional setting. It is acting, it is make-believe, it is free-form creativity.

  9. Fail Roleplay: When a player fails to roleplay accordingly and violates in-game limitations that are set per the Civilian SOP such as injuries, LEO-Civilian interactions, and other policies as such.

  10. Canon: The ‘world’ created by Rockstar for Grand Theft Auto 5. Canon can refer to in-game businesses, companies, and history.

  11. /ooc: Out-of-Character comments or discussion used to pass in-game information/evidence to those out of /me range (use /ooc [msg] in-game text chat) Example: /ooc Searches Black Muscle Car

  12. /me: Or in-Character comments used to show actions and observations within talking range (use /me [action] in-game text chat) Example: /me looks very nervous, and visibly sweating

  13. Metagaming: The use of out-of-character knowledge to benefit you in-character. Examples: Something mentioned in OOC chat, something your character has not been told in-person in-game or watching a member’s live stream while you are in-game (aka Stream Sniping).

  14. Powergaming: Controlling another player’s actions through the use of unverifiable or illegitimate means to force a situation down a given path. Example: LEO searches you and says “Oh look what I found, a bag of cocaine in your pocket”, and you did not put that evidence in a /me. Example: Getting caught committing a crime and putting in false evidence to get away with the crime. This would also include getting caught selling drugs but changing your mind about actually selling drugs to get out of the charge by writing in /me or /ooc that what you are selling is actually powdered sugar.

  15. Leaching: Including yourself in an ongoing roleplay scenario conducted by another player without first asking to join. Example: Two Civs doing an angry neighbors scene and a third just walks up and injects themselves into the scene without asking to be part of the scene. Public venues like the 24/7, Barber shops, Night Clubs, ect. are open to the public so anyone can just walk into a scene at these locations. The only time you would be leaching in one of these locations would be when LEO have locked it down as a crime scene.

  16. Consideration: Thoughtfulness and sensitivity towards other members that are roleplaying as Civilian. Need to be openly communicating with others, not hogging up planning rooms or priorities from others, and to also be mindful of the asset usage and how many are being used up at a current moment.

  17. Realism: When providing scenes, the member must ask themselves if the quality or fact of representing a person, thing, or situation is accurate or in a way that is true to life. Although we will allow some “meme” scenes to occur, we aspire to revert back to this definition.
