SOP - Gang Unit

1.0 - Introduction

1.1 - Foundation of Gang Unit

The Gang Unit’s main function is to surveil and minimize gang activity throughout the state of San Andreas. To do so, Gang Unit officers may utilize an array of techniques, such as undercover work, surveillance from afar with the assistance of plain clothes and unmarked vehicles, warrant take downs on known gang members, and more.

1.2 - Enrollment into Gang Unit

Gang Unit is open to all members of OCRP Gaming who meet the following requirements, provided the subdivision is open to applications. Gang Unit officers will be held to a higher standard.

  1. You are trained currently as LEO, full time or reserve

  2. You are in good standing with your main LEO department

  3. You are in good standing with OCRP Gaming, i.e. no points

  4. Must show above average ability as LEO

  5. Must be active and professional in patrol.

1.3 - Training

Training will be conducted by either the head of the subdivision or a designated trainer appointed by the head of the subdivision. Gang Unit officers go through specialized training, to help them focus their entire patrol on heavy gang areas and gang related activities.

1.4 - Rank Structure

Gang Captain - Lead of the Gang Unit

Senior Gang Detective - This officer can conduct training for Gang Unit, is the most senior position in the subdivision. This officer can have a take-home vehicle.

Gang Detective - This officer MUST be trained as a detective via CIU. Can wear no vest/duty belt, drive unmarked vehicles, take lead on cases.

Gang Officer - This officer can wear Gang Unit uniform while on patrol and MUST have the vest on at all times, drive unmarked vehicles, can patrol within Gang Unit AOP/activate for calls outside of AOP.

1.5 - Disciplinary Action

All Gang Unit officers are held to a higher standard and must act accordingly. Officers failing to uphold the values of Gang Unit will be subject to disciplinary action per the Disciplinary Policy.

2.0 - Operation

2.1 - AOP

Active Patrol: Required to patrol within areas listed as permitted AOP below. Can extend 1 block out of AOP.

Calls for Service: Able to leave AOP to respond to calls involving Gang Unit, certain situations that may require an additional officer and the Gang Unit Officer is the only available unit, and all calls.

2.2 - Duties

Gang Unit Officers patrol within their specified AOPs as a normal officer would. This may include responding to calls, traffic stops, general presence, etc. Gang Unit Officers should focus on surveillance of gang activities and narcotics, community activities within gang-heavy areas, and preventing the spread and operation of gangs and their related violence. Gang Unit Officers may leave their AOP for calls requiring their presence or relating to their duties, or for additional units as required by those in need.

Gang Unit Detectives will run investigations involving certain gang members or gangs as a whole. They will be in charge of securing warrants and coordinating warrant take downs. Gang Unit Detectives will receive information from Gang Unit Officers as well as gather their own information through their own techniques.

2.3 - Focus and Identification

Gang Unit Officers should be focusing on gang related activity. You can identify potential gang related activity such as:

  • Groups gathering in large numbers while wearing gang colours

  • Gang insignia and colours

    • Ballas - Purple (Davis)

    • Vagos - Yellow (Davis and East LS)

    • Families - Green (Davis)

    • Aztecs - Blue (El Burro Heights)

    • Korean Gangs - (Little Seoul)

    • Lost MC - Biker Patches, Jeans with Leather(Mirror Park, Paleto Bay, Harmony)

    • Marabunta Grande - Blue (El Burro Heights and Vespucci)

  • Shady behaviours that could signify possible illegal activity, for example many people entering and leaving a property quickly could signify a drug house.

2.4 - Additional Units

When performing a traffic stop as a Gang Unit Officer you MUST get an additional if one is available. This is because you are driving an unmarked vehicle with minimal identifying features of a police officer. Once the additional is requested you may proceed with your traffic stop as usual. You do not have to wait for them to be on scene.

2.5 - Pursuit Policy

Gang Unit Officers may attend pursuits that begin in their jurisdiction or that involve any Gang Unit activity. An exception to this rule is an all-call. The β€˜14 Charger can be in any position in a pursuit.

2.6 - Ride Along Policy

Members of the Gang Unit are only permitted to ride along with other members of the Gang Unit. The only exceptions to this are if an officer needs a ride after a scene, or if other units are required to be transported to a warrant takedown. Under no circumstances should a Gang Unit member be actively patrolling while riding along with a non-member.

2.7 - Plain Clothes vs. Uniformed

Plain Clothes - Can respond to all gang related calls, can perform traffic stops but must abide by the traffic stop rule at all times. Can respond to inprogress violent felonies (bank robberies, shootings, stabbings, etc. that require immediate response) without gang relation. Must let normal patrol officers have the opportunity to respond first. Shirt DOES NOT need to be tucked in, may RP out having a duty belt underneath, or no duty belt at all. Keep in mind the tools you will be missing with no duty belt. You will not have a taser or baton.

Uniformed - Add (U) after W callsign to signify β€œUniformed”. Still callout as XXX-Whiskey. Can respond to any call within AOP, but must let uniformed officers have the opportunity to respond first. Can perform traffic stops without abiding by the traffic stop rule. Should allow normal patrol officers the chance to respond first.

3.0 - Weapon, Uniform, Vehicle Structure

WINTER: Pants are mandatory. Long sleeve top of choice (plain clothes).

SUMMER: Cargo shorts are optional (plain clothes). Short sleeve shirts are optional.

Detective+ - Vest is NOT required while on patrol. Vest IS required while conducting warrant take downs, raids, etc. Clothing must be appropriate (no crop tops and booty shorts), unless required otherwise for specific undercover operations. Badge must be visible when dealing with the public.

3.3 - Vehicle Structure

There is a limit to 4 Gang Unit cars active at one time, you may run individually or as a car unit. 4 vehicles max, 8 officers max.

Exception: Specific situations or scenarios where you require more than 4 vehicles or 8 officers. NOT for active patrol.

The β€˜14 Charger is the ONLY transport capable vehicle.

Required: Visor Lights, Rear Window Lighting, Light Smoke Window Tint

NO lightbar. All other extras are optional.

The MiniVan may be in pursuit as tertiary. If initiating, drop back positions when possible.

Detectives may use their vehicles as a take-home vehicle.

3.4 - Going Active Gang Unit

When going in-game as active Gang Unit, your unit number will change to have a modifier to signify this. Please make sure you change your subdivision in the CAD to Gang Unit.
