Entering (passing from outside the international border to inside the international border) the sovereign state and nation of San Andreas through illegitimate means without passing through a proper port of entry, subject to customs inspection by customs authorities, and subject to inspection of citizenship/immigrant status and documentation by immigration authorities.

Violation of this is a Misdemeanor
